Meeting Minutes

Tuesday, October 7th, 2025

Attendees: Director – Bobbi Lock; Assistant Director-Laurel Schafer; Katy Maxwell, Public Health Planner; Linda Hill Environmental Health Specialist; Jocelyn Hirschman Medical Director.

Board of Health (BOH): Gerald Koppenhafer, Kent Lindsay and Jim Candelaria.

Call to order and introductions: (1:30)

Bobbi Lock called to order the regular meeting of the Montezuma County Public Health Board of Health Meeting at 1:30 on 10/7/25 at Montezuma County BOCC Room.

Approval of minutes from last meeting and introductions.

On-site Wastewater Treatment System (OWTS):

Licensing Systems Contractors, Systems Cleaners, Systems Maintenance Providers, and Transfer of Title Inspectors: Recommend “none” because we currently do not require a license for any of these and also do not require Transfer of Title.
Board of Health allows the LPHA to permit property line reductions lesser than 10 feet: Recommend “Prohibit LPHA determination; Board of Health (BOH) determination only” because this decision has a much broader impact on the community and the BOH is in better position to determine. Please note that these possible proposed situations will occur during the design phase for septic systems.
Allow for the reduction in the size of the STA where a composting or incinerating toilet is installed: Recommend omitting this from Appendix A because we do not allow these toilets in our county.

The BOH agreed to move forward with the process of implementing the above changes for Montezuma County as per State updates to regulation 43.

Communicable Disease Update

Bobbi Lock gave a Montezuma County update.

MCPHD Update:

Katy Maxwell gave an update on our Public Health Improvement Plan (PHIP) process. We recently conducted a community stakeholder round table and The Health Department expressed what an honor and a truly unique opportunity to hear from this group of lived experts in our community – something most of us haven’t experienced before. A special day. More updates to come in January!
