LEAP, the Low-Income Energy Assistance Program, is a federally funded program that helps qualifying households by paying a portion of their heating costs. Applications are accepted November 1 – April 30 each year.


Individuals can apply for LEAP by picking up an application at MCDSS which comes with a pre-paid return envelope. Individuals can apply through, or they can visit Discover Goodwill at and apply.

If an individual has an emergency and shut off notice, they can bring their application and shut-off notice to the MCDSS office and their application will be faxed to Goodwill the same day to prevent their heat source being shut off.
