At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday June 25, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of June 25, 2024 with the Pledge of Allegiance
MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, June 18, 2024 as presented. Motion was seconded by Commissioner Lindsay and carried.
PLANNING: Director, Don Haley along with Assistant, S. Jane Duncan presented for signatures of a Mylar a 3 Lot Minor Subdivision and AR10-34 Rezoning, submitted by Margaret Johnson Gaddis Estate; agent: Keenen Lovett, on property located at 40752 Road J, Mancos, CO, consisting of 69 acres, more or less, located east of Road 39, south of Road J, situated in Section 32, Township 36N, Range 13W, N.M.P.M.
PUBLIC COMMENT: Public comment was made by Allen Maez.
UNFINISHED BUSINESS:
GRANT DISCUSSIONS: Robert Dobry, County Grant Coordinator, met with the Commissioners to discuss the following grant applications:
The Montezuma County Grant Application Submittal Form for the reimbursement of the Search and Rescue, (CPW) Colorado Parks and Wildlife Keep Colorado Wild County Allocation SAR and the lump sum CPW End of Year funding – SAR was presented for approval. A discussion was held related to a 2% administration fee. Commissioner Koppenhafer moved to approve the Montezuma County Grant Application Submission form, two different ones, the (CPW) Colorado Parks and Wildlife, County allocation for the Search and Rescue, and the other one for Colorado Parks and Wildlife, end of year funding for Search and Rescue. Second by Commissioner Lindsay and carried. (See attached)
The Montezuma County Grant Application Submission Form for the Public Health’s (SWORD) Southwest Opioid Response District’s, Montezuma County Community Intervention Program in the amount or $77,548.00 was presented for approval. Commissioner Koppenhafer moved to approve the Montezuma County Grant Application Submission Form from the Public Health for the Montezuma County Community Intervention Program, from Southwest Opioid Response District’s, in the lump sum of $77,548.00. Second by Commissioner Lindsay and carried. (See attached)
BOARD OF SOCIAL SERVICES MONTHLY REPORT: It being the time set aside, the Board of Social Services was conducted. Director, Kelli Hargraves and Finance Officer, Lori Higgins were present. (See attached)
RESOLUTION: Resolution #7-2024, a Resolution Declaring Montezuma County’s Intent to Require Ambulance Services to Obtain a “Local Authorization to Operate” prior to operating within the County’s jurisdiction. Commissioner Koppenhafer moved to approve resolution #7-2024, a resolution declaring Montezuma County’s intent to require ambulance services to obtain a “Local Authorization to Operate” prior to operating within the County’s jurisdiction. Second by Commissioner Lindsay and carried. (See attached)
COUNTY ATTORNEY REPORT: County Attorney, Ian MacLaren discussed the Leaf Properties lawsuit and the Ironwood case.
ADMINISTRATOR REPORT: County Administrator, Travis Anderson discussed the Benefits Committee meeting, SRS Title 3 funding, the Enterprise meeting and the Broad Band issues with the 2210 Group. Administrator Anderson reported that one of the MOCO vehicles had been in an accident and that (PIO) Public Information Officer Vicki Shaffer had received a letter from the Gunnison County Office of Emergency Management for her “outstanding service” on the bridge issue. COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included:
Commissioner Koppenhafer discussed the recent rain storms received within the County.
Commissioner Lindsay reported that he would be attending the scheduled Cortez City Council meeting, reminded everyone that it is Election Day and discussed the attended Empire Election Annual meeting.
Commissioner Candelaria: reported that the budget process discussions had begun, and discussed the cancellation of the Party in the Park due to rain, the Monster Truck Show event, the attended Dolores Town Board meeting, the Monday Workshop and reminded everyone to vote.
MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, seconded by Commissioner Koppenhafer and carried.
