A Resolution in support of the 2023 Federal Transportation Alternatives Program (TAP) Grant Application by Montezuma County for the completion of the Paths to Mesa Verde Trail Project Phase 1 Mancos Side.

WHEREAS, Montezuma County supports the 2023 Transportation Alternatives Program (TAP) grant application for the design and construction of the Paths to Mesa Verde Phase 1.

NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MONTEZUMA COUNTY BOARD OF COUNTY COMMISSIONERS THAT:

Section 1:

The Montezuma County Board of County Commissioners strongly supports this grant application to the Federal Highway Administration (FHWA) for $1,400,000 in Federal TAP funds to be matched with $280,000 in existing CPW/MMOF funds to provide for the restriping, retaining walls, sidewalk, guardrail, and handrail installation on the south side of Highway 160. And for the development of a skewed pedestrian crossing on Highway 160 Business over the Chicken Creek box culvert to allow the completion of the Paths to Mesa Verde Phase 1.

Section 2:

The Montezuma County Board of County Commissioners authorizes the expenditure of funds necessary to meet the terms and obligations of any Grant awarded.

Section 3:

The project site is owned by the Town of Mancos, the State of Colorado, and Mesa Verde National Park and will be owned by the Town of Mancos, the State of Colorado, and Mesa Verde National Park for the next 25 years .

Section 4:

The Montezuma County Board of County Commissioners recognizes that as the recipient of Federal TAP Funds, the project site must maintain reasonable public access.

Section 5:

The Montezuma County Board of County Commissioners acknowledge the value of maintaining the Paths to Mesa Verde Trail in a high-quality condition and will appropriate funds for maintenance in its annual budget and coordinate with partners to assure long-term maintenance.

Section 6:

If the grant is awarded, Montezuma County hereby authorizes the Montezuma County Administrator to sign agreements with the Mancos Town Board, the Colorado Department of Transportation, and the Federal Highways Administration for the purposes of grant administration.

Section 7:

This resolution is to be in full force and effect from and after its passage and approval.
