At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday December 30, 2025 at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of December 30, 2025 with the Pledge of Allegiance
MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, held on Monday December 22, 2025 and the minutes from the regular meeting of Board of County Commissioners of Montezuma County, held on Tuesday, December 23, 2025 as presented. The motion was seconded by Commissioner Lindsay and carried.
Deletions / Changes to Agenda:
PUBLIC COMMENT: Public comment was made by Allen Maez and Mike Lynch.
COUNTY POLICIES: Human Resource Technician, Dennis Bugg met with the Commissioners to present for approval, the Use of a County-Supplied Vehicles and the On-call Pay Schedule, policies. (See attached)
CONSENT AGENDA: Commissioner Lindsay moved to approve the consent agenda, having heard from the policy approval for the Use of County-Supplied Vehicles and On-call Pay Schedule. Second by Commissioner Koppenhafer and carried.

LIQUOR LICENSE: Deputy Clerk Jerri Frizzell presented for approval a liquor license renewal application for the Love’s Travel Stop and Country Store Inc., located at 7006 Hwy. 160/491 Cortez Co. 81321. Commissioner Lindsay moved to approve the Retail License renewal application for Love’s Travel Stop and Country Stores Inc., located at 7006 Highway 160/491. Second by Commissioner Koppenhafer and carried. (See attached)
LIQUOR LICENSE: Deputy Clerk, Frizzell presented for approval a liquor license renewal application for the Westview RV Resort, located at 12092 Hwy 145, Dolores CO. 81323. Commissioner Koppenhafer moved to approve the Retail License renewal application for Westview RV Resort, at 12092 Hwy 145, Dolores CO. Second by Commissioner Lindsay and carried. (See attached)
RESOLUTION: Administrator Anderson presented for approval, Resolution #35-2025, a resolution designating the location of posted notices, agendas and legal publication. Commissioner Koppenhafer moved to approve Resolution #35-2025, a resolution designating the location of public notices, agendas and legal publication. Second by Commissioner Lindsay and carried. (See attached)
COUNTY ATTORNEY REPORT: Attorney, Stephen Tarnowski mentioned document reviews, CORA requests, a received subpoena, the reply brief for the Leaf Property / Dollar Store case and working with the Health Department related to septic system issues.
PAYABLE EXPENDITURE REPORT: Administrator Anderson presented for approval, the November 2025 Accounts Payable Expenditure Reports in the amount of $3,316,292.29. Commissioner Koppenhafer moved to approve the payables for November 1st through November 30th, 2025 for Montezuma County, in the amount of $3,316,292.29. Second by Commissioner Lindsay and carried. COUNTY ADMINISTRATOR REPORT: Administrator Anderson discussed attended Road and Bridge trainings, conversations held with the Road and Bridge staff and foremen, a discussion related to the Hwy 184 and Road 25 project, a round table discussion with the Foremen, and the promotion of Heath Higgins to the Road & Bridge Lead Foreman.
COUNTY CLERK & RECORDER: County Clerk, Kim Percell, no report given.
COUNTY COMMISSIONER REPORT: Topics within the Commissioners’ reports included:
Commissioner Koppenhafer wished everyone a Happy New Year.
Commissioner Lindsay wished everyone a Happy and Prosperous New Year.
Commissioner Candelaria discussed time spent out with the Road and Bridge Department, the Lead Foreman appointment and discussions related to the proposed NCA.
MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, for the year 2025, seconded by Commissioner Koppenhafer and carried.
