At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday January 9, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of January 9, 2024 with the Pledge of Allegiance

 

MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, January 2, 2024 as presented.  Motion was seconded by Commissioner Lindsay and carried.

 

PUBLIC COMMENT: No public comment was made.

 

PUBLIC LANDS: No reports available

 

UNFINISHED BUSINESS:

 

DISCUSSION: The proposed Memorandum of Understanding between the Montezuma County Bullseye Archery Club and the Montezuma County 4-H Club regarding use of the Archery Range on County owned premises was presented for approval, by Attorney MacLaren and Fairgrounds Manager, Justin McGuire.  Commissioner Koppenhafer moved to approve the Memorandum of Understanding between Montezuma County and the Bullseye Archery Club and the Montezuma County 4-H Club, regarding use of the Archery Range at the Montezuma County Fairgrounds.   Second by Commissioner Lindsay and carried.  (See attached) 

 

DISCUSSION: The proposed Montezuma County Sheriff’s Office, Eyes in the Sky Grant was presented for approval.  Commissioner Lindsay moved to approve the Eyes in the Sky grant for the Sheriff’s Department in the amount of $2635.00.  Second by Commissioner Koppenhafer and carried.  (See attached) 

 

DISCUSSION: The proposed Montezuma County Sheriff’s Office, Peace Officers Counseling Support Grant was presented for approval.  Commissioner Koppenhafer moved to approve the Montezuma County Sheriff Peace Officers Counseling Grant, for 2024-2026, for professional services, in the amount of $30,000.00.  Second by Commissioner Lindsay and carried.  (See attached) 

 

DISCUSSION: The discussion related to the comprehensive Economic Development Strategy for Region 9 was postponed to a future date.  (See attached)

 

RESOLUTION: Resolution #2-2024, a resolution levying General Property Taxes for the year 2023 to help defray the costs of Government for Montezuma County, Colorado for the 2024 budget.  Summary of funds budget 2024: County General 10.838, Social Services 0.800, Road & Bridge 2.616, Total Mill levy 14.254.  Commissioner Koppenhafer moved to approve Resolution #2-2024 a resolution levying General Property Taxes for the year 2023 to help defray the costs of Government for Montezuma County, Colorado for the 2024 budget.  Second by Commissioner Lindsay and carried. (See attached)

 

RESOLUTION: Resolution #1-2024, a resolution levying General Property Taxes for the year 2023 to help defray the costs of the Law Enforcement Authority of Montezuma County Colorado for the 2024 budget.  Commissioner Koppenhafer moved to approve resolution #1-2024 a resolution levying General Property Taxes for the year 2023 to help defray the costs of the Law Enforcement Authority of Montezuma County Colorado for the 2024 budget.   Second by Commissioner Lindsay and carried. (See attached)

 

DISCUSSION: A proposed Resolution pertaining to the submission to the registered qualified electors of Montezuma County of a question authorizing the imposition of a Public Safety Sales Tax Period for the purpose of funding improvements to the County’s Public Safety organizations was discussed during the January 8, 2024 workshop.  The discussion will continue during a future Workshop. (See attached)

 

NATURAL RESOURCES, PLANNING & PUBLIC LANDS: Resource Director, James Dietrich, met with the Commissioners to give a report.  Topics of the discussion included; the attended Montelores Coalition meeting, the Wolf Reintroduction program, proposed trail closures in Moab Utah, a proposed parking lot in Webber Canyon and a Paths to Mesa Verde grant presentation to the CPW.  (See attached)

 

COUNTY ATTORNEY REPORT: County Attorney, Ian MacLaren gave an update on the Ironwood case.  Other topics discussed included: Child Protection Hearings, an employee complaint filed with the EEOC, the retirement of Attorney, Gordon Vaughan and the Kelroy Newman civil case.    

 

ADMINISTRATOR REPORT: County Administrator, Travis Anderson reporting by zoom discussed the updated CDAP, an RFP’s posting for the Phreatophyte Program Qualified Supervisor position and scheduled meetings with the League of Women Voters.

 

IT: IT Director, Jim McClain met with the Commissioners to discuss a working project with Clear Network.  Topics discussed included: the unsuccessful NTIA grant application to build Broadband, a proposed draft plan for the (CPF) Colorado Projects Funds with Clear Networks and Empire Electric as partners for fiber buildouts and proposed BEAD funds for more projects around the county.  

 

COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included: Commissioner Koppenhafer no report to give.  Commissioner Lindsay the scheduled Cortez City Council meeting, discussed the recent robbery issues and reminded constituents to make sure their homes and vehicles are locked.  Commissioner Candelaria discussed the attended (STAC) State Transportation Advisory Committee meeting, the legislative session, and the attended Town of Dolores Board meeting.

 

 MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, seconded by Commissioner Koppenhafer and carried.

 

CORRESPONDENCE: The following correspondence was read and noted: the January 2024 newsletters from Montezuma County Senior Services and Veteran Services.  The December 2023 Emergency Management Situation Report.
