At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday October 29, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

Jim Candelaria, Chairman

Kent Lindsay, Vice Chairman, Absent

Gerald Koppenhafer, Commissioner of Deeds

Travis Anderson, County Administrator, Absent

Ian MacLaren, County Attorney

IT Director, Jim McClain

Kim Percell, County Clerk

 

 

 

CHAIRMAN CANDELARIA opened the meeting of October 29, 2024 with the Pledge of Allegiance

 

MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, October 22, 2024 as presented.  The motion was seconded by Commissioner Candelaria and carried.

 

PUBLIC COMMENT: Public comment was made by Sandra Jumper, Eleanor MacFarlane and Beth Howell. (See attached)

UNFINISHED BUSINESS:

 

RESOLUTION: Resolution #13-2024, a resolution appropriating additional sums of money to defray expenses in excess of amounts budgeted for Montezuma County Road & Bridge Department, was presented for approval.  Commissioner Koppenhafer moved to approve Resolution 13-2024; a resolution appropriating additional funds of money to defray expenses in excess of amounts budgeted for the Montezuma County Road & Bridge Department, to finish the chip seal project on Road S, the Haycamp road, in the amount of $30,725.00.  Second by Commissioner Candelaria and carried.  (See attached)

 

DISCUSSION: The Highway 184 and Road 25 Realignment Project bids were presented for approval.  Bids received included: Bechtolt Engineering $145,534.34, J.R. Engineering $183,770.00, Jones & DeMille Engineering $173,300.00 and SEH Engineering $162,900.00.  Commissioner Koppenhafer moved to accept the bid for the Highway 184 / Road 25 project to Bechtolt, in the amount of $145,534.34.  Second by Commissioner Candelaria and carried.   (See attached)

 

DISCUSSION: The discussion related to the proposed Montezuma County / Town of Mancos Intergovernmental Agreement on Cooperative Planning Areas was postponed to a later date.  (See attached)

LETTERS OF SUPPORT: Resource Director, James Dietrich, met with the Commissioners to present for approval a letter of support addressed to the Colorado Parks and Wildlife, OHV Program Manager, related to the CPW Motorized Trail Grant.  Commissioner Koppenhafer moved to sign the letter of support for the Dolores Ranger District Motorized Grant request to the Colorado Parks and Wildlife.  Second by Commissioner Candelaria and carried.  (See attached)

TRANSFER ORDER: Transfer Order #3-2024, a transfer of $39,765.00 from the General Fund to the Public Health Fund for the 2024 per capita calculations, was presented for approval.   Commissioner Koppenhafer moved to approve order #3-2024, a transfer of $39,765.00 from the General Fund to the Public Health Fund, for the 2024 per capita calculations.  Second by Commissioner Candelaria and carried.  (See attached) 

DISCUSSION: Human Resource Technician, Dennis Bugg met with the Commissioners for a discussion and decision related to the Employee Health Insurance.  Commissioner Koppenhafer moved to approve the United Healthcare bid for the health insurance for County employees, with the OAP Buy Up, the OAP Mid and the HSA 1 plans.  Second by Commissioner Candelaria and carried.  (See attached)

COUNTY ATTORNEY REPORT:  County Attorney, Ian MacLaren discussed the Dollar General Store case and reported that the Sheriff had been named as a respondent in a conviction challenge case.

 

ADMINISTRATOR REPORT: County Administrator, Travis Anderson was absent from the meeting.

COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included:

Commissioner Lindsay was absent from the meeting.

Commissioner Koppenhafer discussed the attended Town of Mancos meeting.

Commissioner Candelaria: discussed the attended Coffee with the Commissioners meeting, the attended Senior Services lunch, the Monday Workshop and the Town of Dolores Meeting.

MOTION TO ADJOURN: Commissioner Koppenhafer moved to adjourn, seconded by Commissioner Candelaria and carried.
