At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday September 17, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of September 17, 2024 with the Pledge of Allegiance
MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, September 10, 2024 as presented. The motion was seconded by Commissioner Lindsay and carried.
PLANNING: Director, Don Haley along with Assistant, S. Jane Duncan presented for signatures for a Mylar of a Subdivision Amendment Application to Lot 1 of the Ireland Subdivision submitted by Braden Jones, on property located at 38511 Road H, Mancos, CO, consisting of 20.41 acres, more or less, located east of Hwy 160, north of Road H, situated in Section 36, Township 36N, Range 14W, N.M.P.M
Director, Haley along with Assistant, Duncan presented for signatures for the 1st amended Mylar of the White 2 Lot Moderate Subdivision for Lot 1 and Lot 2 submitted by Travis & Kacia White, on property located at 38645 Hwy 160, Mancos, CO, consisting of 9.94 acres, more or less, located north of Hwy 160, situated in Section 36, Township 36N, Range 14W, N.M.P.M.
PUBLIC COMMENT: No public comment was made.
UNFINISHED BUSINESS:
LETTER OF SUPPORT: A letter of support addressed to Dr. David Songstad, U.S. Department of Agriculture related to the SBIR proposal from Heuer Labs, LLC., was presented for approval. Commissioner Koppenhafer moved to sign the Letter of Support for David Songstad, to go to the U.S. Department of Agriculture. Second by Commissioner Koppenhafer and carried. (See attached)
GRANT DISCUSSIONS: County Grant Coordinator, Robert Dobry met with the Commissioners to discuss the following Grants: The Montezuma County Sheriff’s Office, Investing in our Future, Office of Adult and Juvenile Justice Assistance Grant for reimbursement up to $90,000.00. Commissioner Koppenhafer moved to sign the Montezuma County Grant Application Submission Form, with project title Investing in our Future, from the Office of Adult and Juvenile Justice Assistance, with no cash match. Second by Commissioner Lindsay and carried. (See attached)
The Montezuma County Sheriff’s Office, amendment decision for the Jail Based Behavior Services Grant. Commissioner Koppenhafer moved to sign the contract amendment #3, for the Jail Based Behavior Services Grant amendment decision and to authorize the signing of the change on DocuSign. Second by Commissioner Lindsay and carried. (See attached)
DISCUSSION: Emergency Manager, Jim Spratlen along with Grant Coordinator, Dobry met with the Commissioners to discuss the Generator Installation bids. Commissioner Lindsay moved to accept the bid from Expedia, for the installation of generators for $110,635.32. Second by Commissioner Koppenhafer and carried. (See attached)
DISCUSSION: The Montezuma County Social Services, Colorado Department of Early Childhood Intergovernmental Contract Amendment #4, original contract number 22IHIA170688 was presented for approval. Commissioner Koppenhafer moved to allow the Social Service’s Director, Kelli Hargraves to sign the cover page for original contract number 22IHIA170688 as amended. Second by Commissioner Lindsay and carried. (See attached)
DISCUSSION: A discussion was held related to the open Fair Board positions. The Commissioners were in agreement to re-advertise the openings for Board candidates and to postpone the discussion to a future date.
COUNTY ATTORNEY REPORT: County Attorney, Ian MacLaren gave an update on the Kinder Morgan case and discussed the proposed Memo of Understanding for a Road G right of way.
ADMINISTRATOR REPORT: County Administrator, Travis Anderson discussed an attended meeting regarding property tax, a scheduled meeting with the City of Cortez related to the Animal Shelter and the attended retirement for Judge Lawrence.
COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included:
Commissioner Lindsay discussed the farewell event for Judge Lawrence, the attended open house for the Engineering Firm in the Chamber and the attended Cortez City Council meeting
Commissioner Koppenhafer discussed the attended farewell event for Judge Lawrence, the attended open house for the Engineering Firm and the attended Mancos Town Hall meeting.
Commissioner Candelaria: discussed the attended farewell event for Judge Lawrence, the attended open house for the Engineering Firm and a discussion related to County PILT funding.
MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, seconded by Commissioner Koppenhafer and carried.
