At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday August 13, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

 

 

Jim Candelaria, Chairman

Kent Lindsay, Vice Chairman

Gerald Koppenhafer, Commissioner of Deeds

Travis Anderson, County Administrator

Ian MacLaren, County Attorney

Kim Percell, County Clerk

 

 

CHAIRMAN CANDELARIA opened the meeting of August 13, 2024 with the Pledge of Allegiance

 

MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, August 6, 2024 as presented.  The motion was seconded by Commissioner Lindsay and carried.

 

PLANNING: Director, Don Haley along with Assistant, S. Jane Duncan presented for signatures of a Mylar for a 2 Lot Moderate Subdivision & AR3-9 Rezoning, submitted by David Kimble & Falena Hunter, on property located at TBD Road H, Cortez, CO, consisting of 14.72 acres, more or less, located south of Road H, east of Road 25, situated in Section 2 Township 35N, Range 16W, N.M.P.M.

 

PUBLIC COMMENT: Public comment was made by Allen Maez.

 

UNFINISHED BUSINESS:

FIRE BAN: During the Monday Workshop, Sheriff Steve Nowlin met with the Commissioner to discuss a proposed resolution for a suspension of ban on open fires and the use of fireworks. The Commissioners were in agreement to table the discussion to a future date.  (See attached)

 

DISCUSSION: During the Monday Workshop Maintenance Supervisor, Dustin Sattler met with the Commissioners to present proposals for the replacement of the HVAC unit at Annex III.  Commissioner Lindsay moved to award the contract for Annex III unit #5 to Winair, in the amount of $15,333.88.  Second by Commissioner Koppenhafer and carried.  (See attached)   

 

RESOLUTION: Administrator Anderson presented Resolution #10-2024, a resolution appropriating additional sums of money to defray expenses in excess of amounts budgeted for Montezuma County Administrative Offices.  Commissioner Koppenhafer moved to approve Resolution 10-2024, a resolution appropriating additional sums of money to defray expenses in excess of amounts budgeted for Montezuma County Administrative Offices, in the amount of $161,038.29.  Second by Commissioner Lindsay and carried. (See attached) 

 

COUNTY TREASURER / TRUSTEE:  During the Monday Workshop, County Treasurer, Ellen Black met with the Commissioner to present the Schedule of Receipts and Disbursements, dated 1/1/2024 through 6/30/2024.  Commissioner Lindsay moved to accept the Schedule of Receipts and Disbursements in the amount of $46,162,179.83. Second by Commissioner Koppenhafer and carried.  (See attached)

 

COUNTY ATTORNEY REPORT: County Attorney, Ian MacLaren gave an update on the Leaf Property case.  Other topics discussed included a hearing decision for an unemployment claim and the terms of service for BOCC appointments to the Housing Board.  Attorney MacLaren reported that he would not be available next week.  

 

ADMINISTRATOR REPORT: County Administrator, Travis Anderson discussed Administrative functions.  He reported that the Senior Center had been restructured to fall under the Department of Social Services.  Other topics discussed included the Assessor Bugg’s workshop presentation and the budget discussions.

 

COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included:

Commissioner Koppenhafer discussed the attended Southwest Water Conservation District meetings.

Commissioner Candelaria: mentioned budget discussions, the PSST presentation, the Monday workshop presentations and the attended Dolores Town Board meeting.

Commissioner Lindsay discussed the PSST presentation, a reminder related to the first days of school and health precautions, the scheduled Cortez City Council meeting and scheduled construction on Highway 491.

 

MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, seconded by Commissioner Lindsay and carried.
