At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday June 18, 2024 at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of June 18, 2024 with the Pledge of Allegiance
MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, for Tuesday, June 11, 2024 as presented. Motion was seconded by Commissioner Lindsay and carried.
PLANNING: Director, Don Haley along with Assistant, S. Jane Duncan presented for signatures of a revised Mylar for a 7 Lot Major Subdivision submitted by Charles & Laurie Hall, on property located at 13136 Road 32, Mancos, CO, consisting of 36.80 acres, more or less, located east of Road 32, south of Road P, situated in Section 1, Township 36N, Range 15W, N.M.P.M.
Director, Haley along with Assistant, Duncan presented for signatures of a High Impact Permit Amendment to High Impact Permit #622, submitted by Empire Electric Association, Inc; agent: Christopher Snyder, on property located at 23999 Road L.4, Cortez, CO, consisting of 36.98 acres, more or less, all located north of Road L, west of Hwy 491, situated in Section 16, T.36N, R.16W, N.M.P.M.
PUBLIC COMMENT: No public comment was made.
UNFINISHED BUSINESS:
RESOLUTION: Resolution #6-2024, a resolution granting and delegating signatory authority for Calkins Commons Housing Project, was presented for approval. Commissioner Koppenhafer moved to approve Resolution #6-2024, a resolution granting and delegating signatory authority for Calkins Commons Housing Project, to Travis Anderson the County Administrator. Second by Commissioner Lindsay and carried. (See attached)
GRANT DISCUSSIONS: Robert Dobry, County Grant Coordinator, met with the Commissioners to discuss the following Montezuma County Grant Applications:
The Montezuma County Grant Application Submittal Form for the Montezuma County Public Health’s, Colorado Department of Human Services, Diaper Program Grant in the amount of $55,039.05. Commissioner Koppenhafer moved to approve the Montezuma County Grant Application Submission form for the Public Health Department, for the Diaper Program, reimbursement of $55,039.05, with no matching funds attached. Second by Commissioner Lindsay and carried. (See attached)
ORDINANCE: Ordinance #1-2024, an ordinance permitting the lawful possession of firearms in Government Buildings owned by Montezuma County was presented for approval. Commissioner Koppenhafer moved to approve Ordinance #1-2024, an ordinance permitting the lawful possession of firearms in Government Buildings owned by Montezuma County. Second by Commissioner Lindsay and carried. (See attached)
EXECUTIVE SESSION Pursuant to Attorney MacLaren’s suggestion, the scheduled Executive Session and the Ironwood cleanup discussion, would be tabled to a future meeting.
COUNTY ATTORNEY REPORT: County Attorney, Ian MacLaren reported that he and Public Health Director, Bobbi Lock had been working on the policies and procedures for the Ambulance Local Authorization, and reported that the Resolution would be presented next week. Attorney MacLaren also discussed the Leaf Properties Complaint.
ADMINISTRATOR REPORT: County Administrator, Travis Anderson reported that he had been working on budgets and job descriptions for available positions.
COUNTY COMMISSIONER REPORT: Topics within the Commissioners reports included:
Commissioner Lindsay reported on the attended Cortez City Council meeting, discussed constituent emails related to the P&Z public hearings, recent vehicle accidents on South Broadway and the current fire dangers.
Commissioner Koppenhafer discussed the attended Southwest Water Conservation Board meeting and the Mancos Burro Festival event.
Commissioner Candelaria: discussed the attended Southwest TPR meeting, and gave an overview of the Public Lands report given during the Monday Workshop.
MOTION TO ADJOURN: Commissioner Lindsay moved to adjourn, seconded by Commissioner Koppenhafer and carried.
