Resolution No. 5-2020 Adopted Operating and Capital Budgets

Resolution No. 4-2020

WHEREAS, Montezuma County adopted operating and capital budgets for the General Fund on December 17, 2019 for the ensuing budget year 2020; and

WHEREAS, Montezuma County, after adoption of the 2020 budget has been confronted by the unforeseen COVID-19 emergency; and

WHEREAS, the World Health Organization declared on January 30, 2020 that the worldwide outbreak of COVID-19 is a public health emergency of international concern, and declared it a global pandemic on March 11, 2020. On January 31, 2020 the United States Department of Health and Human Serviced declared the virus a public health emergency and the President of the United States declared a national emergency on March 13, 2020. The Governor of Colorado issued an Executive Order declaring a state of disaster emergency due to the presence of COVID-19 in Colorado on March 11, 2020. The Governor of Colorado issued an Executive Order temporarily ordering the temporary cessation of non-essential businesses. The Governor of Colorado issued an Executive Order to reduce in-person workforce fifty percent due to the presence of COVID-19. On March 25, 2020 the Governor of Colorado issued an Executive Order for Coloradans to stay at home due to the presence of COVID-19 in the State. The Board of Montezuma County Commissioners declared an Emergency on March 18, 2020; and

WHEREAS the outbreak of the COVID-19 pandemic and the response to it could not have been reasonably foreseen during the budgeting period in 2019;

NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Montezuma County, Colorado, that the budget as submitted and approved and adopted as the budget of Montezuma County, Colorado for the year 2020 be amended to move $105,000.00 from the Revolving Loan Fund to the General Fund to make emergency funds available for bridge loans to businesses located in Montezuma County impacted by the response to the COVID-19 pandemic.
